If you walk into NEA office today and say "I want to buy a niche at Mandai for myself" – they will say NO.
Government niches are only released when someone dies. You need:
A death certificate
A funeral director
To apply within the allowed window time period

If you are okay with your children handling it at the time of death, government is fine
Many families do both – pre-buy a private niche for peace of mind, and if the government releases a good location later, they sell the private one

If you bought a double niche together, you need legal agreement on who keeps it. I recommend writing this into your will or divorce settlement.
